O lazer na agenda governamental do município de São Luís-MA: análise a partir dos Planos Plurianuais de 2018-2021 e 2022-2025

Abstract

Leisure is established as a social right and a fundamental human need, whose fulfillment is historically strained by the accumulation dynamics of the capitalist system and transformations in the world of work. This study aimed to analyze, in the context of leisure, the elements prioritized for entering or exiting the government agenda of the City Hall of São Luís, based on the Multi-Year Plans (PPAs) for the periods 2018-2021 and 2022-2025. Methodologically, a qualitative documentary and bibliographic research was conducted, utilizing the content analysis technique to identify prioritized problems and the solutions linked to them by the municipal public power. Considering the analyzed data, the results reveal discrete differences between the two PPAs, inferring that the proposed solutions for leisure had merely incremental characteristics, as the suggested changes were small or moderate and the leisure contents addressed by municipal action were considered quite limited. The needs for infrastructural intervention and the guarantee of access to leisure actions were the primary problems selected to compose the Municipal Public Power's agenda.
